Ursula von der Leyen, Aleksandar Vucic, Belgrade, Oct. 15 2025 (BETAPHOTO/MILAN ILIC)

Last week’s implicit messages from Ursula von der Leyen in Belgrade, but also this week’s European Parliament resolution on Serbia, indicate that the European Union’s (EU) attitude toward the regime led by Aleksandar Vucic has changed and that he can no longer count on Brussels’ unconditional support as he has done in the past. However, that does not mean the EU has given up on Vucic, rather the messages should be read as a warning, i.e. as a “yellow card” to his government.
