The parliament is also debating a budget rebalance that envisages close to five billion euros for remedying the effects of the pandemic. In both cases the parliament was nothing more than a “voting machine,” given that the state of emergency has been in force for more than a month and Vucic had earlier announced the earmarking of funds for dealing with the consequences of the pandemic (which is otherwise under the jurisdiction of the government).
