EU apoints Lajcak special envoy for dialog

On April 3 the European Council 3 appointed Miroslav Lajcak as its special representative for the Belgrade-Pristina dialog and other regional matters in the Western Balkans.

Lajcak will assume the position immediately and his term will last 12 months, the European Council said in a press release.

The new special representative's job will be "the comprehensive normalization of relations between Serbia and Kosovo," improving neighborly relations and promoting reconciliation between partners in the Western Balkans by assisting them in overcoming the legacy of the past.

His role will also be to contribute to the consistency and efficiency of EU involvement in the Western Balkans, the statement read.

Vuk Jeremic, president of the People's Party in Serbia, said Lajcak's biggest problem would be to jump-start an actual negotiating process.

Jeremic told the BBC in Serbian that Lajcak also faced the daunting task of harmonizing positions among Europeans, "then adjusting them to the stances of the U.S. and other international stakeholders."

Former Kosovo premier Ramush Haradinaj said that, in appointing Lajcak, the European Union was slowing down the process in which, he said, the U.S. had had a leading role so far.
