European Union High Representative Josep Borrell is slated to brief EU foreign ministers on the outcome of a new round of the Belgrade-Pristina dialog, in the expectation of an overview of how a new round of dialog expected in July, could produce palpable results, EU sources have said in Brussels.

The EU's ministers will review the stabilization and association process with its Western Balkan partners in Luxembourg, on June 22, and hold intergovernmental conferences with Serbia and Montenegro at the "political leadership" level only, as part of the new enlargement methodology, since no new negotiating chapters are to be broached.

EU diplomatic officials have explained that most EU members are against opening new chapters in talks with Serbia due to assessments that Belgrade has not implemented the expected reforms, primarily in rule of law, curbing corruption, judicial independence and freedom of expression.

One high-ranking official in the Portuguese EU chairmanship has told reporters that Serbia had a chance of opening certain new, thematically merged cluster chapters later this year, if the conditions are met.
