Kosovo analysts for the dialogue between Kosovo and Serbia called on the Kosovo government on Aug. 7 to find "a creative solution" for creating the Community of Serb Municipalities in line with the Constitution of Kosovo.

Jeta Krasniqi of the Democratic Institute of Kosovo said for the Pristina-based Kosova Press agency that Kosovo should be prepared to establish the Community. "It has yet to be seen what should be done next. The Community of Serb Municipalities needs to be set up according to a decision by the Constitutional Court. Serbia, however, does not want the Community to based on a Constitutional Court ruling. Kosovo will insist that it is ready to set up the Community under its Constitution, but Serbia is not prepared to accept this. The pressure should be on Serbia, not Kosovo," she said.

Director of the EPIK Institute Demush Shasha said that in the case of the Community of Serb Municipalities, Kosovo and Serbia were unable to find a middle ground, adding that the burden of finding one currently was on Kosovo, after it accepted the international responsibility to set it up.

An expert in the process of European integration, Besnik Vasolli, said that Pristina had to be creative and find a solution so that the dialogue does not stop, but added that at no point should the sovereignty and stability of Kosovo be harmed.
