Transparency Serbia: Budget Rebalancing Bill Increases Parliamentary Party Incomes

A new budget rebalancing bill is allocating additional RSD181.3 million to parliamentary parties, the allocation lacking from the 2022 budget bill, the Transparency Serbia reported on Nov. 9.

The organization says that the amendment is in line with the Political Finance Act, and permitted by a planned increase on the revenue side of the budget, but that the change hasn’t been substantiated in the rationale for the bill. The parties may be paid the difference in December, too, and the exact amount will depend on how the Ministry of Finance implements the law, as the composition of the Parliament of Serbia was changed in August.

“The Fiscal Council has already cautioned that even considerably larger budget allocations hadn’t been reasoned either, warning also at a lack of transparency in monetary operations designed to cover the losses of public enterprises,” the Transparency Serbia said in a release.
