EU: Community of Serb Municipalities Will Not Have Legislative Powers

The EU's stance is that the Community of Serb Municipalities in Kosovo "will not be a parallel government nor will it pass laws," which former high representative Federica Mogherini made "very clear"  in the Kosovo Assembly on May 6, 2016.

Peter Stano, a spokesman for EU high representative Josep Borrell, told BETA this on Oct. 27 in response to being asked to clarify whether Borrell and special EU envoy Miroslav Lajcak still supported Mogherini's stance, as voiced in letter which she sent exclusively to the Pristina authorities, and not Belgrade, in August 2015 in which she says that the Community "will not have executive powers."

Lajcak was recently informed of the content of the letter by former Kosovo premier Isa Mustafa in Pristina, while the letter dates back to one day before Belgrade and Prisitna signed a final agreement on creating the Community. "We would like to direct you," Stano told BETA "to former EU high representative Mogherini's statement in the Kosovo Assembly in which she clearly explained the EU's stance."

Borrell's spokesman added that "this is that the Association'Community of Municipalities with Serb majorities in Kosovo will not be a parallel government inside Kosovo and will not pass its own laws."
