EU Asking That Montenegro Probe Mozura Wind Farm Case

The European Commission expects Montenegro to conduct a credible, independent and efficient investigation into accusations of corruption in the Mozura wind park case, which was allegedly investigated by deceased Maltese journalist Daphne Karuana Gazlija, the Montenegrin media reported.

The scandal surrounding the construction of the Mozura wind park at the start of the election campaign for parliamentary elections was brought to the public’s attention by the URA citizens’ movement, which reported that the Montenegrin government would secure EUR115m in subsidies for investors from Malta and that the Montenegrin taxpayers would pay for this through higher electricity bills, SeeBiz has reported.

The Mozura wind power plant on the Mozura hill near Ulcinj started in November and 2019 and is capable of producing 120 GWH of electricity a year.

The investment was realized by the Maltese Enemalta state company and Malta Montenegro Wind Park, while the main contractor was the Shangai Electric Power Engineering company. According to a contract on the long-term rental of the land, the state will assume full ownership of the power plant after the rental contract expires in 2035.
