Jovo Bakic: An Amateur in Politics

Jovo Bakic, a sociologist who teaches at the Belgrade-based Faculty of Philosophy, told BETA on Sept. 13 that the Serbian president was bypassing institutions because the will of an authoritarian leader had prevailed over thinking as a statesman.

When asked by a BETA journalist why the Serbian parliament and government hadn't been inaugurated before Serbia's delegation went to Washington, Bakic answered that the parliament had been reduced to only a group of people who were clueless as to what they were doing there in the first place.

According to Bakic, disrespect for institutions is common only in authoritarian systems. He said that that the authoritarian regime in Serbia had turned its citizens into subjects, allowing the president to trample on the Constitution with impunity and to disempower and humiliate the country's institutions.

Speaking on an agreement signed by Belgrade and Pristina in Washington, the sociologist said that in any well-ordered state, the authorities would have consulted all of the relevant state institutions, and through them the citizens, too, before deciding to sign any document of relevance to the future of the people and the state.
