Lajcak Calls on Kosovo To Implement Agreement on Community of Serb Municipalities

EU special envoy for the Western Balkans and the Kosovo-Serbian dialog, Miroslav Lajcak, called on Oct. 15 on Kosovo's institutions to apply an agreement on the Community of Serb Municipalities.

"Let me make it clear that the agreement on the Community of Serb Municipalities was achieved in Brussels in 2013 and after 2015, but was not implemented. It needs to be created in the spirit of the Constitution and abide by it. It is part of the comprehensive agreement that will be implemented after its signing. The next step should be holding status discussions (on the Community). This is part of the comprehensive agreement whose implementation will begin after it is signed. Implementation will begin after the signing the of [comprehensive] agreement. The details of the Community need to be agreed on as part of the signing of of the agreement. It needs to be clear what is being signed and what it says," Lajcak said.

Lajcak  said that there were agreements on the Community from 2013 and 2015 and the opinion of the Constitutional Court and based on them the documents need to be prepared and discussed. Both sides have agreed to discuss this , he said.

He also said that negotiations on normalizing relations were being held and that it was up to him to determine what that implied.
