Hybrid Application of New Enlargement Methodology Expected in Serbia

The application of the EU's new enlargement methodology will be "hybrid" in Serbia, as only partial implementation will be possible for some of its innovations, as the negotiating framework will not change, Sena Maric, senior researcher at the Center for European Policy, believes.

Technically speaking, the negotiating frameworks for North Macedonia and Albania will be an "incarnation" of the new methodology, Maric told EurActiv Serbia and BETA on Feb. 5, adding that the document would operationalize proposals and open issues that remained in the European Commission's February 2020 document.

According to announcements from Belgrade and Brussels, the EC will present the criteria for talks in clusters envisaged in the new methodology by the end of February.

The new methodology of enlargement of the European Union brings an abandonment of the logic of opening and closing individual chapters and a shift toward grouping negotiating chapters that are thematically close -  so-called clusters, she explained.
