The executive director of the Kosovo Institute for Policy Research and Development, Lulzim Peci, has stated that Kosovo should not waste time on the technical negotiations with Serbia, but should instead insist on the reaching of a final agreement.

According to the Sept. 29 report of Kosovoonline, Peci said that Serbia was attempting to extend the dialogue process in order to buy time. In Peci’s words, the Kosovo side’s pressure should be directed towards a final agreement.

He added that Serbia’s goal was to obtain autonomy in Kosovo and the police that would be separate from the command of the Kosovo police. Peci stressed that Belgrade had no military capacity to enter Kosovo, i.e. that, although there is risk from an open conflict, Serbia’s capacity was greater in defense than in offense.

Peci stated that the probability of war in Kosovo was small in the current circumstances, but that “a hybrid war cannot be excluded.”
