French Official: Contents of Non-paper on Kosovo Not Disclosed

A high official of the French government, Laurence Boone, stated in Skopje on Nov. 16 that the French-German proposal for Kosovo was a non-paper and that its contents would not be disclosed. "A non-paper is a non-paper and its contents are not disclosed," the French state secretary for Europe stated briefly.

She said that during a joint news conference with the prime minister of North Macedonia, Dimitar Kovacevski.

This was Boone's reply to a reporter who said that he was not asking what was written in the non-paper, but whether it was "based on a political decision about the bombing of Yugoslavia, or on international law."
