Kosovo attorney and politician Azem Vllasi said on March 23 that "the agreement on relations between Serbia and Kosovo from Feb. 27 and the March 18 Annex on the Implementation of the agreement are "indisputable and valid" from a legal point of view.
According to the Vienna Convention "all agreements reached between sides with legal legitimacy regardless of whether they are signed or orally confirmed are valid," Vllasi told the Danas newspaper when asked about the meeting between Serbian President Aleksandar Vucic and Kosovo Premier Albin Kurti in Ohrid and their legal obligations.
Vllasi said that "in this case the additional legal legitimacy of these agreements is given by them being achieved in the presence of EU high representative for foreign policy and security Josep Borrell, as well as the EU envoy for dialogue between Belgrade and Pristina, Miroslav Lajcak, and not private individuals."
He said that Kurti and Vucic were not contesting that they accepted the agreement and annex and agreed that mediators would oversee and assist their implementation. "There is no possibility of being picky in terms of what someone wants and what they won't honor and implement. How they are going to explain this to those who are unhappy with the agreement at home is another thing," Vllasi concluded.
