There was no visible progress in the talks on the normalization of relations between Serbia and Kosovo at last week’s Munich Security Conference. The two negotiating parties remained entrenched in their earlier positions, despite strong signals from Brussels and Washington that the solving of the Kosovo problem needs to be expedited. Both Pristina and Belgrade, at least judging by what could be heard publicly, were noticeably mindful of how their participation in Munich would be “read” on their respective home stages, which shrunk the space for serious negotiations.
