Vjosa Osmani: Kosovo Fulfills Conditions for CoE Membership

Kosovo President Vjosa Osmani stated on March 27 that Kosovo had taken all the steps required for membership in the Council of Europe (CoE), and that the forming of the Community of Serb Municipalities was an obligation that Pristina would fulfill after admission into the organization.

Speaking after a conference that has been organized by the universities of Pristina and Arkansas, marking 25 years since NATO’s intervention in Kosovo, Osmani stated that Kosovo had demonstrated “commitment” to establishing the Community of Serb Municipalities, through the parliamentary ratification of the 2013 Brussels agreement and of the Basic Agreement from February 2023.

“Let us not forget that full commitment to establishing the Association of Serb Majority Municipalities was demonstrated through the ratification in 2013, but this was reiterated in the most recent agreement, the Basic Agreement of February 27, 2023. That is not an obligation from March 2024, but from the 2023 Basic Agreement, which the Kosovo delegation accepted and which, as you know, encompasses the establishing of the Association,” Osmani stated in Pristina, adding that Kosovo was not required to establish it before admission into the Council of Europe.
