In Serbia, there exists a parallel, deep-state system of governance where regional coordinators from the ruling Serbian Progressive Party dictate the work of all public institutions within their respective territories, Marinika Tepic, a candidate of the election ticket European Serbia, said on Oct. 13.
“For years now, we have been warning that Serbia has a dual power structure: the visible government that citizens see, consisting of ministers, directors, police officers, judges, and prosecutors, and the other one, the party structure that actually calls the shots from the shadows,” Tepic said in a statement.
These coordinators, according to her, rule by “terror and intimidation, and are feared by everyone,” while they typically hold no official public office.
“Yet, they control everything and issue orders to everyone, including criminals. Anyone who refuses to carry out their illegal directives faces persecution and threats, and risks their livelihood,” Tepic said.
