Serbian Government Adopts a Decree on Additional Borrowing During State of Emergency

The Serbian government on April 8 adopted a decree on additional borrowing during the state of emergency declared to fight the spread of COVID-19, which pertains to new loans, the issuing of state securities in the domestic and international financial markets, and on state guarantees.

The decree is intended to finance the budget deficit, help maintain the current liquidity, as well as to ensure the funds necessary for financial support and implementation of measures to mitigate the economic effects of the coronavirus pandemic.

During the state of emergency, the government is allowed to initiate the process of additional borrowing by taking new loans, issuing government securities for the domestic and international financial markets and offering state guarantees in the amounts exceeding the limits stipulated by the 2020 Law on Budget.
