Coalition preEUgovor: Failure To Open Negotiation Chapters Clearly Indicates Absence of Reforms

Presenting “The Alarm” an independent semi-annual report on reforms in the fields covered by Chapters 23 and 24,” on Nov. 17, coalition prEUgovor said that Serbia had made no progress from May until October this year.  

The coalition called on the Serbian government to clearly interpret the failure to open new chapters in 2020 as the absence of progress in these fields for to prioritize the necessary reforms in the country.  

In its latest report, the coalition stressed that challenges, identified during the so far reform implementation in the rule of law, had not been fully resolved in revised action plans for Chapter 23, dealing with Judiciary and fundamental rights, and for Chapter 24, dealing with Justice, freedom and security.  

The key messages of the report inlcude: the government should formalize a decision on accepting the new enlargement methodology and appoint a new chief negotiator, as the post has been vacant since September 2019. The coalition also called on the EU to engage the Western Balkan countries in the Conference on the Future of Europe and thereby demonstrate their clear prospect of membership, and also to improve its sets of tools for cooperation with the Western Balkans in order to address in a more comprehensive manner the problem of state capture.
