In a Feb. 16 letter congratulating acting president of Kosovo Vjosa Osmani on the 13th anniversary of Kosovo's declaration of independence, U.S. President Joseph Biden underlined that a comprehensive agreement on normalizing relations between Kosovo and Serbia "needs to include mutual recognition."

Biden also stressed that the bond between the American people and Kosovo remained firm, based on a mutual devotion to develop Kosovo and its sustainability as a sovereign, independent, multi-ethnic and democratic country.
