The upper house of the Parliamentary Assembly of Bosnia and Herzegovina has not carried a motion by the Bosniak People's Caucus for securing funds for municipal elections in October.
House of Peoples members from the Croat Democratic Union of Bosnia and Herzegovina, led by Dragan Covic, and Milorad Dodik's League of Independent Social Democrats were against. The Bosniak caucus moved for a conclusion ordering the Bosnian Council of Ministers to adopt a decision to set aside money for the elections in line with the law and a proposal of the Central Electoral Commission.
The electoral law in Bosnia and Herzegovina states that funds must be secured within 15 days of calling the elections -- by May 19 at the latest. The Council of Ministers did not adopt a decision to earmark the funds last week as the budget has not been passed yet.
Bosnian Finance Minister Vjekoslav Bevanda, a member of the Croat Democratic Union, denied claims that he was obstructing the elections by not sending the budget into parliamentary procedure.
U.S. Ambassador to Bosnia Mike Murphy said earlier on May 23 that failure to enable the general election in Bosnia and Herzegovina on Oct. 2 would be unconstitutional and against the Dayton Accords.
