Council of Europe: Average Age of Inmates in Serbia Oldest in Europe

Serbia is a country with a high inmate population, while the average age of inmates was the highest in Europe at the beginning of 2023, the Council of Europe's new annual report on the situation in European prisons (SPACE I) says.

Although the rate of incarceration has grown mildly, the number of inmates remains lower than the number of available spots in prison, which demonstrates that Serbia has overcome the problem of overcrowding in prisons.

At the end of January 2023 10,787 people were in prisons in Serbia or 162 inmates to 100,000 people, way above the European average (124), making Serbia a country with a very high prison population.

The rate of incarceration rose by 4.2% making Serbia a country with a stable prison population due to only minor changes. The prison administration in Serbia spent almost EUR128 million during 2023. The average cost per inmate in Europe on the daily level was EUR131 as opposed to EUR33 in Serbia.
