Bodo Weber, an expert on the Balkans, has said that not releasing the details of recent meetings between Western mediators, Kosovo Premier Albin Kurti and Serbian President Aleksandar Vucic, signaled that the dialogue between the two sides was still stalled, Radio Free Europe reported on Jan. 21.

Weber, a former senior associate at the Democratization Policy Council of Berlin, said the problem with the talks was that they took place behind closed doors, while "there is still resistance to the attempt to make progress on the EU's or the so-called Franco-German proposal."

"As long as the background of the approach is unclear and not public, it is hard to tell whether there is really any dynamic, any plan being presented with certain time frames with a defined and important international context, or whether it's all just an attempted offer to the sides to achieve quick progress," Weber told RFE.
