State Audit Institution Demands Removal of Sapic

The State Audit Institution (DRI) has submitted a request to the Belgrade City Assembly for the dismissal of the responsible official, namely, Mayor Aleksandar Sapic, having concluded in its report that the City of Belgrade had "seriously violated the duty of sound financial management."

Following an audit of the City of Belgrade’s compliance in terms of employee expenses for 2022, covering both direct and indirect budget beneficiaries, the DRI announced on its website that it had identified "irregularities that the audited entity was obliged to correct."

The DRI stated that the City of Belgrade failed to adequately address significant irregularities, explaining that it found that for 892 employees (direct budget beneficiaries), salary coefficients used for payroll calculations were not in line with regulations, leading to overpaid expenses totaling RSD215.7 million in 2022.

The auditors added in a release that the City repeated the irregularities by making improper payments of solidarity and one-off financial assistance to direct budget beneficiaries, including 17 preschool institutions, 31 cultural institutions, and two social welfare institutions, amounting to RSD381.12 million in total.
