Investigative reporting website KRIK has unveiled a photograph from a meeting that took place in Montenegro two years ago, when Serb Ticket President Goran Rakic, controversial Kosovo businessman Milan Radoicic and current Kosovo Foreign Minister Behgjet Pacolli met during negotiations on the forming of Ramush Haradinaj's government.

According to the website, the meeting took place in the summer of 2017 on a luxury yacht in Budva. Soon afterwards, Pacolli left his former political partners, joined Ramush Haradinaj's coalition and became the foreign minister.

The negotiations happened after the general election in Kosovo in which no party had scored the majority required to form a government. "As the source told (KRIK) journalists, the photograph documented a meeting that turned out to be key to solving that political problem. That claim, however, was impossible to confirm, as none of the meeting participants agreed to speak to KRIK," reads the article.

Pacolli, KRIK underlines, made an unexpected turnabout soon after that meeting, before the deadline for the formation of the new cabinet. "He left his former political allies and joined the PAN coalition, also known as the 'war wing' - it comprised the former KLA leaders," says KRIK, adding that this enabled Ramush Haradinaj, considered a war crime suspect by Serbia, to form a government.

Serb Ticket members got three ministerial positions in that government.
