In a letter to EU foreign ministers on Dec. 10, EU High Representative Josep Borrell said that EU foreign policy should give priority to world geopolitical issues as well as “establishing a firm connection between the Western Balkans and the EU.”

Borrell further said that his priorities would be to act toward achieving a comprehensive agreement between Kosovo and Serbia and to placing Bosnia and Herzegovina on a path to stability.

Borrell made the statement prior to an EU-Serbia intergovernmental conference, during which Serbia should open Chapter 4, dealing with free movement of capital.

In parallel, proposals for a new enlargement “methodology” mostly received backing during an informal exchange of opinions in Brussels on Dec. 9, attended by foreign ministers of North Macedonia, Albania, and several EU member states.
