No Breakthrough

The third round of a recently revitalized dialogue between Belgrade and Pristina has been considerably shorter than the EU-mediated traditional marathon meetings, with the three parties emerging from it unanimous and positive. “As usual, our negotiations are intensive and not always easy, but the will of both sides to advance their discussions has prevailed, despite painful and complex issues that are being discussed,” said the host, the European Union’s special representative for the talks, Miroslav Lajcak, after the Sept. 7 meeting in Brussels
