The people who the appointment of a German politician, Christian Schmidt, as the High Representative in Bosnia and Herzegovina upset the most were those who had absolutely no say in it. The great powers, most notably the United States, Germany, Great Britain and France, make the decision, and the Peace Implementation Council (PIC) is a mere instrument to implement it, as this most recent case proves.
