The last week launching of a procedure for Kosovo to be given a seat at the Council of Europe (CoE) prompted the Serbian political leadership to herald a foreign policy shift. Although Serbian President Aleksandar Vucic and Foreign Minister Ivica Dacic reacted strongly to this decision, promising not to respect the territorial integrity of the states that had failed to respect Serbia’s, no major shift in Belgrade’s foreign policy is realistic.
