A decision by the Election Complaints and Appeals Panel (ECAP) to invalidate the ballots that were sent from Serbia by post in more than 4,000 envelopes during a snap parliamentary vote in Kosovo, has created a completely new situation: it made it possible for a coalition of the Social Democratic Initiative of Kosovo, the New Kosovo Alliance and the Party of Justice to have seats in the Kosovo legislature by winning just enough votes to pass the five percent threshold. In other words, the Self-Determination Movement and the Democratic Alliance of Serbia will not be able to rule alone.
