A deputy director of the European Council on Foreign Relations (ECFR), Vesela Cherneva, said on Nov. 1 that "Kosovo and Serbia are not committed to resolving disputes, and their dialogue has reached a deadlock."

She said in an interview with the Radio Free Europe that for the purposes of internal affairs, more precisely, local elections in Kosovo and the polls next year in Serbia, Pristina and Belgrade "are using the dialogue to address their respective electorates."

According to Cherneva, incidents might be expected unless the European Union (EU) and the United States didn't make it very clear to Serbian President Aleksandar Vucic and Kosovo Prime Minister Albin Kurti that violence was unacceptable. "I believe it is extremely important that the U.S. and the Union aligned their regional policies, strengthening cooperation and focus (on the Western Balkans)," Cherneva said.

The ECFR is a non-governmental research institute focused on European foreign and security policy.
