Last week’s appearance of the content of the so-called Franco-German plan for Kosovo, whose authenticity has been neither confirmed nor disputed, has caused different reactions and comments. The plan conveyed by some media outlets contains nine items, none of which explicitly mentions either a mutual recognition of Belgrade and Pristina or Kosovo’s membership in the U.N. The plan, however, essentially treats Serbia and Kosovo as completely equal parties.
