Serbia falls among countries that have shown insufficient transparency in adopting sets of urgent economic or fiscal measures amid the COVID-19 pandemic, according to the results of an international survey of the Washington-based International Budget Partnership, Transparency Serbia reported on May 24.
According to the IBP methodology standards, none of the 120 countries reviewed has shown "fundamental transparency" when adopting and implementing measures, while only four were rated as "sufficient" (Australia, Norway, Peru and the Philippines), TS noted.
The subject of analysis in Serbia was a set of fiscal and economic measures instituted from March to September 2020, the report specified. The "limited transparency" assessment applied to the adoption of measures, oversight of their implementation, spending, and monitoring of the effects and results of implemented measures.
Serbia has the poorest ratings when it comes to the publication of information on public procurement, the beneficiaries of aid, the impact of implemented measures, citizen participation and the existence of spot audits of aid programs. The only good mark received was for the publication of macroeconomic data and the overall budget.
