Pavle Dimitrijevic, the head of the legal team of civil society organization the Center for Research, Transparency and Accountability (CRTA), on Jan. 4 said that politicians “have been bribing voters” through drives offering social assistance or providing food packages, hygiene kits, home appliances, and fuels, or fixing their apartment buildings and parks.

“Through these drives, politicians seek additional ways to attract attention of voters offering to them certain everyday life benefits,” Dimitrijevic told Belgrade daily Nova.

According to Dimitrijevic, although these cases cannot always be regarded as direct or illegal vote buying, they represent “a form of clientelism” present in election campaigns and regular activities of political parties in Serbia.

“Clientelist strategies applied by political parties also contribute to erasing a boundary between a political party and the state,” Dimitrijevic noted.
