The EU's foreign minister, Josep Borrell, stated on Nov. 3 that the Berlin Process was a clear demonstration of a strong engagement and partnership of the EU with countries of the Western Balkans, as future EU members.

Borrell, who is participating in the summit of the Berlin Process, tweeted that regional cooperation could not be detached from the common EU values, adding that key words for the forthcoming months were resilience and reconciliation.

He went on to declare that the EU was preparing support for the Western Balkans in the fight against hybrid threats, that pertains to cyber support, cyber defense and suppression of disinformation. He pointed out that three agreements were signed in Berlin within the common regional market, which are crucial for the region's economic resilience.

Before the summit, Borrell met with Kosovo Premier Albin Kurti, with whom he discussed the situation in northern Kosovo and the way forward in the normalization (of Belgrade-Pristina relations). "Dialogue agreements must be respected," Borrell tweeted, adding that all sides should act with restraint.
