Kosovo Premier Albin Kurti stated at the March 2 session of the Kosovo Assembly that “the basic agreement of Kosovo and Serbia” (Agreement on the path to normalization between Kosovo and Serbia) represented an important step in regulating the international foreign relations of, in his words, “two independent states.”

Having been invited to the session of the Kosovo Assembly to inform the house about the meeting held in Brussels on Feb. 27, Kurti said that he had offered to the EU the official signing of the “basic agreement with Serbia” and repeated what he said then – that Serbian President Aleksandar Vucic refused it.

“The stance of representative (EU commissioner Josep) Borrell is that this document would not be discussed anymore. It has a finalized format and is therefore published on the EU’s official web-site. Serbia’s refusal to sign the agreement proves that they do not agree with its contents. President Vucic refuses to accept the agreement as a part of international obligations that are binding for the parties. The reasons for his refusal do not deserve my comment,” Kurti stated.

While assessing that the “basic agreement of Kosovo and Serbia” represented “an important step in regulating the international foreign relations between two independent states,” Kurti said that the document was based on “equality of sovereign states, honoring of territorial integrity, removing of obstacles to Kosovo’s membership in international organizations, recognizing of state symbols, passports, etc.”
