Lawyer Rodoljub Sabic assessed on Nov. 17 that the abolishing of the turnout census at the referendum for amending the Constitution, which is envisaged by the new draft law, made the referendum trivial.

"I have no inclination towards such solutions, because they make the referendum trivial. I would always favor a solution where the required turnout is 50 percent and where the majority decides," Sabic told BETA.

He stressed that what also trivialized the referendum was the fact that the people were supposed to express their will in an atmosphere where, in his words, they have no information about the issues they will be voting on.

"We know very well that our media scene is disturbed, used not for the spreading of ideas and information, but as a propaganda scene. Referenda were often carried out by populist and totalitarian regimes, only to symbolically confirm the people's will – of which there was none," Sabic stated.
