EU: Brussels Agreement Legally Binding for Kosovo

In 2013, the Parliament of Kosovo ratified the Brussels Agreement whereby the treaty became an international legal obligation for Pristina, said EU Special Envoy for the Belgrade-Pristina Dialogue Miroslav Lajcak in an interview for the Feb. 20 edition of the Politika daily.

“I understand that this is a sensitive topic for the government of Kosovo but obligations must be met,” Lajcak said when asked why the Community of Serb Municipalities – which was stipulated by the Agreement – has not yet been formed.

The envoy added that both the EU and U.S., along with other international partners, agree that any further delays in the constitution of the Community are “unacceptable.”

According to him, the EU is currently working simultaneously on two tracks to ensure that the negotiations between Belgrade and Pristina move forward.

“The priority is [to get] both parties to agree on the EU’s proposal for normalizing relations. Parallel to that, we are working on ensuring the full and immediate implementation of all elements of what has been agreed upon in the dialogue so far – and which remain in effect and binding for both sides,” Lajcak stated.
