EU: Pristina’s Decision Violates Letter And Spirit of Dialogue, Team for Community of Serb Municipalities Statute Remains in Place

Pristina’s decision to dissolve the Management Team for the statute of the Community of Serb Municipalities is not legally valid because it “violates the letter and spirit of the agreement from the dialogue,” the spokesman of the European Commission, Peter Stano, stated on may 4, stressing that any decision of that team had to be adopted within the dialogue.

As he explained regarding Pristina’s announcement about its dissolving of the Management Team, “the agreement from the dialogue clearly state that the Management Team should be in place until the statute of the Community of Municipalities with the Serb majority is adopted, and the first draft was only presented on Tuesday [May 2].” “Thus, Pristina’s decision violates the letter and spirit of the agreement from the dialogue and any decision regarding the Management Team must be approved within the EU-mediated dialogue,” stated the spokesman of EU High Representative Josep Borrell.

Stano also said that the Management Team was an independent delegation, invited to present a draft of the Community’s statute, and not a part of either Serb or Pristina’s delegations in the dialogue and negotiations about the implementation of the Ohrid agreement. The composition of that team, in his words, is a part of the dialogue and the two sides, Belgrade and Pristina, have agreed on that. “Serbia has proposed the members of the team and they were officially appointed by the Kosovo authorities.”
