"Without changes to election conditions there can be no freedom and democracy in Serbia," it was said in a meeting of the representatives of the parties that did not run in the Belgrade local election on June 2 with ODIHR mission head Lamberto Zannier.

"For change to happen, consistent participation of OSCE representatives as mediators between the authorities and opposition is necessary," it was stressed in the meeting, which included Freedom and Justice Party president Dragan Djilas, Serbia Center party president Zdravko Ponos and Together party co-president Nebojsa Zelenovic.

Also present was Sofija Mandic representing the legal team that drafted legal measures to be adopted in order to improve election conditions. The final version of these measures will be delivered to ODIHR representatives by the end of the week.

All participants in the meeting stressed that the government would meet none of ODIHR's key recommendations without international mediation, and would "continue with the policy of wasting time through setting up various working groups and meetings that lead nowhere."
