Transparency Serbia: Belgrade’s CPI Continues To Decline in 2024

In 2024, Serbia, for the eighth consecutive year, continued to decline in the ranking of countries and territories worldwide by their perceived levels of public sector corruption, scoring a Corruption Perception Index (CPI) of 35 and placing 105th out of 180 countries and territories ranked, which is the poorest result since2012. Compared to 2023, Serbia’s score was down one point, dropping also by one place in the ranking.

Serbia shares the placement with Ukraine, while in the region, only Bosnia and Herzegovina has a lower score of 33, Transparency Serbia (TS) said on Feb. 11. Serbia’s score is eight points below the global average, while the average score in Europe is 56, and 62 in the European Union (EU).

Albania, which shared ranking with Serbia two years ago, now has a score of 42, North Macedonia’s score is 40, Hungary’s score is 41, Bulgaria’s is 43, Montenegro and Romania both have a score of 46, while Croatia scored 47. Kosovo, whose CPI is measured separately, has a score of 44, while Slovenia tops the former Yugoslav republics with a CPI of 60.

It is also said that Serbia’s placement, proportional to the number of countries and territories ranked, is the lowest since 2005, when then Serbia and Montenegro ranked 97th out of 158 countries and territories where CPI was measured. The two times Serbia’s score was close to the global average were in 2013 and 2016.

Although Serbia, according to Economist Intelligence Unit’s data for 2023, was among the countries with a democratic deficit, its score is two points lower than the average of the countries with hybrid regimes, one category lower political system, while the average score of the countries with democratic deficit is 47.
