International Law Professor: Putin-Trump Summit Beyond Bounds of War in Ukraine

International professor of law Milenko Kreca said on Aug. 16 that the scope of the Aug. 15 meeting of the presidents of Russia and the U.S., Vladimir Putin and Donald Trump, strategically and tactically went beyond the bounds of the Russian-Ukrainian conflict.

"Even without being formally empowered to do so, President Trump is acting in negotiations with President Putin as the leader of the so-called collective West, which is in actuality in conflict with Russia on Ukrainian soil," Kreca, also a member of the Executive Council of the International Law Association, told the Politika daily in an interview.

According to him, "even though he is not authorized, the countries of the 'collective West' can be expected to accept, with certain declarative resistance, any deal between Putin and Trump." "However, that agreement, if reached, would have to be converted into an agreement between Russia and Ukraine as the sides in the conflict. The role of the U.S. in this potential agreement would be the role of a witness or guarantor of its execution," Kreca said.

He also said that in a multipolar system political and diplomatic action became more complex as there were multiple power centers with their own interests. "In that sense, a possible deal between presidents Putin and Trump would show who got what and who gave what, and what the possible effects of those decisions are in relations with other power centers," Kreca said.
