EXPO 2027 (BETAPHOTO/MILAN ILIC)
The Serbian parliament's Committee on Finance, the National Budget and Public Spending Oversight on Oct. 6 accepted amendments to the Law on special procedures for carrying out the EXPO 2027 international specialized exhibition, which states that the use of the facilities and the accompanying infrastructure for the event can begin immediately after the Technical Review Commission issues a positive report, for a period of no more than 24 months.
The amendments bill, which received ten votes in favor from the Committee (two were against and one abstained), will allow structures to be used before the completion of the procedure of obtaining use permits.
The amendments would also introduce the issuance of temporary construction permits for putting up and disassembling participant pavilions.
Once the structures are open and in use, local government units and public services will be obligated to take over the maintenance of public areas as envisaged in the urban plan, whereby the state will formally transfer part of its responsibility to the local level.
The representatives of opposition parties in the Committee described the proposed amendments as "disastrous," primarily due to them envisaging the use of mass user structures without use permits, recalling that Serbia has had bad experiences with contracting construction work, which has resulted in accidents like the deadly collapse of the canopy at the railway station in Novi Sad last year.
