Republika Srpska’s President Milorad Dodik has been strongly criticized by the United States over the past few days, but the European Union (EU) and the Organization for Security and Cooperation in Europe (OSCE) as well, for his plan to make defamation a criminal offense and create legislation that would treat non-governmental organizations financed from abroad as “foreign agents.” The new rules should help Dodik control social processes, but also serve as a smokescreen to conceal a host of problems he is facing.
