The local elections in Podgorica that took place on Sept. 29 have called into question the legitimacy of the Montenegrin government, seeing as its member parties have lost the majority in the capital city’s assembly. The dynamic of relations among the parties at state level could hinge on the composition of the future local administration in Podgorica, and the possibility of new elections should not be ruled out either, given that none of the two leading options has the absolute majority in the city assembly. Theoretically, the outcome of negotiations on forming the local authorities in Podgorica could also lead to a general election, but the likelihood of that happening is low.
