The start of implementation of two Kosovo laws, which were expected to bring a whole host of problems to a number of Serbs – on foreigners and vehicles, has been marked by an agreement on certain benefits reached with the European Union’s mediation. That agreement leaves many questions without a clear answer, which is why each side can currently claim to have come out as the winner. There is no clear answer either to the key question of whether the implementation of the Law on Foreigners in the long run means the integration of Serbian education and healthcare – the only remaining systems of the Republic of Serbia in Kosovo – into the Kosovo system.
