Analysts: Fate of Dialog up to Neither Belgrade nor Pristina

The fate of the Belgrade-Pristina dialog is up to neither Serbia nor Kosovo but squarely in the hands of the international mediators, the U.S. and EU, and there will be no unimposed solution because both sides are far from agreement, Fahri Musliu, a long-standing journalist and publicist from Prizren, said on July 19.

"For ten years there hasn't been a dialog on an agreement and solving problems, but a dialog not to reach agreement. Everything arranged has not been fully executed. The fate of the dialog is up to neither Kosovo or Serbia, it's up to the international mediators, the U.S. and EU," Musliu told BETA. He said a solution may emerge this or next year, but that it would be imposed, as the sides are far from agreement.

European Movement president Jelica Minic told BETA that parliamentary and presidential elections were being heralded in Serbia for next year, while Kosovo is looking at local votes, which raises the question of how far the two sides can go with concessions as both have firm stands.

She added that, though both sides have strong convictions -- no independence for Kosovo and no forming of the Community of Serb Municipalities, that would ultimately be the only solution.
