The decision of the Loznica City Assembly, adopted through urgent procedure, to put out of effect the decision on approving the city's Spatial Plan, which envisaged that the Rio Tinto company opens a lithium mine in the area, does not change in any fundamental way the Republic Spatial Plan of special purpose areas for opening such mines, development and investment advisor Mahmud Busatlija stated on Dec. 16.
He told BETA that the Republic Spatial Plan was a strategic document, and that local authorities issued licenses and incorporated particular areas into that document. "Nothing will change if the City of Loznica retracts the decision on adopting the Spatial Plan on its territory, if that plan encompasses another municipality, which has not retracted that same decision. Besides – and that is the most important – the strategic republic Spatial Plan for special purpose areas remains in effect," Busatlija stated.
On Dec. 16, the Loznica City Assembly retracted, through urgent procedure, its decision on adopting the Spatial Plan for the city, which envisaged the construction of a lithium mine on its territory. This retraction was recently announced by Serbian President Aleksandar Vucic.
In Busatlija's words, Europe has imposed the census-free referendum on Serbia when, he said, it is not the same if Switzerland has such a rule, where democracy is developed and where a small number of citizens can accomplish results, and when Serbia does, where such things are easily manipulated with.
