Kosovo's decision to declare two Serbian organizations in the north terrorist "is a one-sided step that does not help lower tensions," EU spokesman Peter Stano said on July 6.

"We repeat our invitation to both sides to refrain from any steps or rhetoric that would escalate tensions and that they urgently take steps for de-escalating the current situation in accordance with the EU proposal," Stano told Radio Free Europe.

Earlier on the U.S. State Department also said that Kosovo had not passed this decision in coordination with international partners. The Kosovo authorities declared the Civil Defense and North Brigade terrorist on June 29 explaining that it was their members who were behind the unrest in north Kosovo, and that they "pose a serious and direct threat to the constitutional order and safety of Kosovo."

Kosovo Premier Albin Kurti said that 45 persons had been identified as members of the organizations that allegedly participated in attacks on KFOR soldiers, police and journalists.
