Attorney Nicovic: Without Prosecutorial Police, Serbia Will Sink Further into Abyss of Heavy Crime

Marko Nicovic, an attorney and a member of the International Association of Chiefs of Police, has pointed out that "without establishing prosecutorial police, Serbia will sink further into the abyss of heavy crime which will through its pathology affect the future of the country and the new generations."

"The incumbent authorities' efforts to put prosecution under their control are due to the fact that the members of the establishment themselves are in danger if the prosecution bodies 'break loose' and start acting independently," Nicovic said in an opinion piece published in the Feb. 20 issue of daily Danas, noting that there was a sort of paralysis of cooperation between prosecutors' offices and the police.

He said that "Djindjic, Kostunica, Tadic and now Vucic all kept the centralization of police and for one reason alone, so that only they can wield the segments of force," as well as that none of them wanted prosecutorial police, so that "they could control every arrest through their 'own' minister."

"In February 2002, I had several meetings with then prime minister Zoran Djindjic on the forming of the institution of the special prosecutor and prosecutorial police. He did not accept my idea of prosecutorial police, which cost him his life," Nicovic writes.

He underscored that this was "the only way to prevent corruption and the influence of power centers."

"A prosecutor should be able - and that is the practice in all civilized countries - to hire and dismiss any police officer at their discretion," Nicovic explained.
